C. Theodore Koebel, PhD, is Professor of Urban Planning and co-director of the Center for Housing Research at Virginia Tech. The Center’s director from 1990 to 2005, he helped establish it as a leader among university research programs on housing and the built environment. He has subsequently served as the Center’s director for research development and served as the program chair of Urban Affairs and Planning from 2005 to 2010. He previously was the Associate Director for Research at the University of Louisville’s Urban Research Institute.

Dr. Koebel has directed research projects in excess of $5 million since 1998. He was the lead P.I. for two consecutive Indefinite Quantity Contracts with USHUD for affordable housing and technology research. Research sponsors have included NSF, NIOSH, HUD, National Association of Realtors, Fannie Mae Foundation, National Center for the Revitalization of Central Cities, Federal Reserve Bank of Richmond, and state and local governments. His research has focused on affordable housing, innovation in housing, and urban redevelopment. He has served on the boards of several nonprofit housing corporations and was board chair of Community Housing Partners Inc. from 1996 to 2010. He has served as an editor of the Journal of Urban Affairs and an associate editor of Housing Policy Debate, as well as an editorial board member of the Journal of American Planning Association.
